Union Cove and Sunset Valley 7.0 are about as full as you can get, and even these are pushing it (Sv 7.0 had errortrap popping up every few seconds). Your best bet is to play multiple saves each with their Worlds customized to fit your storytelling needs for that family.

But no other information given as to the editing being in game or CAW, or exactly which objects/build items will be allowed.
